When an Identity Profile is disabled in OIM and then enabled, the responsibilities within the Provisioned Oracle E-Business Recource Profile do not have the End-Dates removed. This results in the OEB resource itself being enabled, but not the resposibilities.
After a week of working with oracle support on trying to resolve this (read: troubleshoot their connector on my time), I’ve decided that a much easier fix was just to create Access Policies to Add/Remove the Responsibilities within the provisioned e-Business Resource as required.
